If you see the menu on the top, it is called a sticky menu!

I was looking for ways to have a fixed menu on the blog, so readers do not need to scroll up and down to look for the link to the TOC

Firstly I like to give kudos to the guys at My Blogger Lab for providing a wonderful tutorial!

I am looking through some of their other tutorials as well, to see how I can further tweak my blogger.com site.

A word of warning though, the amount of tutorials are amazing! I myself am actually rather mindblown by the scale of it.
